ENVIRONMENTAL – Site Assessments

Environmental services are offered in two streams – Regulatory Compliance and Due Diligence.
Regulatory
Typically, these are completed to Ontario Regulation 153/04, Records of Site Condition – Part XV.1 of the Environmental Protection Act. The environmental site assessments (ESAs) such as Phase One and/or Phase Two ESA are conducted for purposes of Official Plan Amendment, Zoning Plan Amendment, Site Plan Approvals, Land Use Changes that require filing of Records of Site Condition. A sound understanding of the regulation is required to ensure timely completion of investigations given the time sensitive nature of submission to municipal authorities. All ESAs are undertaken by a Qualified Person (Professional Engineer). We have experience in filing record of site conditions for simple to complex sites, including Brownfields. We also offer support for Risk Assessment through our strategic partners who are well known in the industry.
Due Diligence
The ESAs associated with due diligence (such as purchase, sale, re-finance, baseline assessment) are Phase I, II ESAs. These are conducted in accordance with Canadian Standards – CSA Z768 for Phase I and CSA Z769 for Phase II.

ENVIRONMENTAL – Excess Soil

We are competent in providing support for excess soil management in accordance with Ontario Regulation 406/19: On-site and Excess Soil Management. This includes preparation of Soil Management Plans, excess soil re-use planning reports such as Assessment of Past Uses (APU), Sampling and Analysis Plan (SAP), Soil Characterization Report (SCR) and Excess Soil Destination Assessment Report (ESDAR). Support for Soil Tracking and filing notice on Excess Soil Registry are also provided. Understanding O.Reg. 406/19 and associated Rules for Soil Management and Excess Soil Quality Standards (Soil Rules), the onsite and offsite reuse and/or disposal requirements along with applicable exemptions are key in providing the correct and cost effective solutions. By asking the right questions, project specific solutions can be tailored. All work is undertaken by a Qualified Person (Professional Engineer).

BUILDING/PROPERTY CONDITION ASSESSMENTS

Building or Property Condition Assessments (BCA or PCA) are typically required for due diligence or baseline assessment. At CEGP Consultants Ltd. all BCA or PCA work is undertaken in accordance with ASTM E2018 (-latest version) Standard Guide for Property Condition Assessments: Baseline Property Condition Assessment Process. The PCAs are conducted with a Canadian context and by a Professional Engineer. The PCA typically includes a visual review of Site Improvements, Building Structural, Building Envelope (including roof), Building Interior, Electrical Systems, Mechanical Systems including Plumbing, Conveyances, Life and Fire Safety Systems. We have completed condition assessments of commercial, industrial, multi-tenant plazas, institutions, multi-tenant residential, multi-rise buildings.

COMPLIANCE

CEGP Consultants Ltd. frequently conducts work related to compliance requirements of Certificate of Property (CPU), Environmental Compliance Approval (ECA) related to a property. This includes preparation of management plans, field work, liaison and reporting to the Ministry of Environment, Conservation and Parks.
